▍The development history of air transport identification in domestic
In 2003, United Nations accepted the appeal proposed by United States Department of Transportation(USDOT) about tests and criteria of lithium battery safety transportation. Afterwards, lithium battery products were officially listed into the Recommendation on the Transport of Dangerous Goods Manual of Tests and Criteria chapter 38 section III.
In 2005, Business Rules and Regulations Department from Air China Cargo (ACC) initially issued the Operational Regulations for the Transportation of Rechargeable Lithium Batteries as Non-dangerous goods (Temporary),which was not only considered as the operational regulations for lithium batteries’ air transportation to AAC but also as the first chapter about lithium battery UN38.3 in domestic.
In 2006, the Flight Standards Department of General Administration of Civil Aviation of China (CAAC) took the lead and called up all regional administration bureaus, air transportation companies, airport companies, Capital Airport Group, Tibet Bureau, Safety and Technology Center, Colleges for Management Cadres to hold the first training conference about lithium battery air transportation for China Aviation System in Beijing.
In 2007, CAAC started granting domestic recognition to accreditation bodies for dangerous goods transportation including lithium battery products.
In 2008, Shanghai Research Institute of Chemical Industry (SRICI)set up the one and only UN38.3 accreditation body in Guangzhou-MCM.
In 2012, The Dangerous Goods Identification Center of CAAC Second Research Institute was established, which is a directly subordinate agency specializes in technical identification and advisory service for air transport of dangerous goods under CAAC.
On March 1, 2014, Regulation on the Transport of Dangerous Goods by Air (CCAR-276-R1) has been carried out. CAAC authorizes each airline to accredit certification bodies.
In 2014, MCM is accredited by Air China Cargo Co., Ltd.
In December, 2016, MCM carried out strategic cooperation with the Dangerous Goods Identification Center of CAAC Second Research Institute, providing lithium battery UN38.3 testing and certification services for global clients.
